Fred O. Haiman

Founding Attorney

Fred Haiman was born in San Bernardino, California to an Air Force family while his father was serving in the Vietnam War. Fred spent his early years traveling to several military bases including Clark Air Base in the Philippines and Eglin Air Force Base in Florida, where his father retired in 1970. After retirement, his father moved the Haiman family moved back to El Paso, Texas where they took over a family business. Fred graduated from Eastwood High School in 1982. His focus through high school was playing the trumpet in the marching, symphonic and jazz bands. After high school Fred started his collegiate career competing in Collegiate Rodeo, riding Bareback Bronco and then playing Rugby for Southwest Texas State University, where he was selected for the Texas Select Team his senior year. He graduated with honors with a Bachelor of Science degree in Criminal Justice in 1986.

After college, Fred moved back to El Paso where he met his former-wife and started a 32-year marriage in 1989 which unfortunately ended in divorce in 2021. That same year he joined the El Paso Police Department where he worked until 1994. While working shifts as an El Paso policeman, Fred finished his Master’s degree in Public Administration from the University of Texas at El Paso (UTEP) in 1992. During his time with the police department, Fred worked as a patrolman, academy instuctor, background investigator, and in traffic enforcement. In 1992 he was transferred to the Chief’s Office and worked in Special Projects, which was a select team that designed and developed the Regional Command Center concept that the El Paso Police Department still uses today. Fred left in 1994 to go to law school and after graduating from Texas Tech University School of Law in 1997, Fred spent the first 10 years of his legal career practicing as a trial attorney.

In 2007, after fighting Ulcerative Colitis for 5 years, God got Fred’s attention by almost taking his life.  The disease got so bad that it required the complete removal of his colon, which resulted in a botched surgery and ruptured intestine. After this near-death experience, 6 surgeries and 8 months off work, Fred decided to completely change his law practice to an area where he could truly help people. He was introduced to Elder Law and left the stressful pace of litigation and went to work for a small boutique firm that focused on Estate Planning and Elder Law.  In 2009 he opened his own law firm and in 2013, Fred moved his law firm, Haiman Law, PC from El Paso to DFW, opening offices in Frisco and Allen, Texas.

In 2016, he merged this firm with Rex Hogue to create Haiman Hogue, PLLC, with offices in Frisco, Arlington, Sherman and Gainesville and 2025 brought about the separation of this partnership back to Haiman Law, PC with Fred taking over the offices in Sherman and Gainesville.

One of the driving forces to move to the north Dallas area was to give his daughters, Ashton and Shaelyn a better education. They flourished thanks to the Prosper Independent School District. Ashton graduated with a Pre-Med Chemistry/Biology degree from the University of Alabama in May 2024 and is currently attending Medical School at the University of Auburn.  Shaelyn, who started at the U.S. Air Force Academy and transferred to the University of New Mexico on an Academic and Dive Scholarship is focusing on working towards a degree in Physical Therapy. After an unfortunate divorce in 2022, God brought Jennifer Ballew into Fred’s life and in 2025 they married and now live in Whitesboro, Texas where Fred has been able to go back to his cowboy roots.  Fred and Jennifer own Wolfgang Hill Ranch and breed miniature longhorns. Every day is a second chance and Fred is now with the true love in his life.  One thing a near-death experience will do is help put life’s priorities in place, and for Fred, his number one priority in life is FAMILY!!
